This part of the walkthrough for Octopath Traveler 0 follows the quest line to rebuild Wishvale and upgrade the town to level 2. The next part of the quest chain in rebuilding Wishvale is the Kindlers of the Flame series of quests and the first one is “Chapter 1: The Hunter Phenn”

Chapter 1: The Hunter Phenn
Speak to Stia
Speak to Stia to start the quest.
Search for Phenn in the Frostlands
You now need to go look for Phenn in the Frostlands. Head out of Wishvale and head south east from the trail to get to the Frostlands or West Emberglow Wilds.
Save at the point southwards. There is a chest containing a Ice Soulstone on the south west side.
The southern path leads to Flamesgrace Wilds which is a level 30 area. The north western path leads to the Snowshard Grotto, a level 5 dungeon and our destination.
But check the path below for a chest containing a Protective Earring.
If you follow this path south it will lead out to Valore Trail. So let’s head to the Snowshard Grotto. Just inside the Grotto you will find Phenn. Watch the cutscene play out.

Head back inside to the dungeon and watch the cutscene play out.
Head deep inside the Snowshard Grotto
Time to explore the dungeon. There is a chest on the south west side.
There is a blue chest on the north west side.
You can pick up some metal at the end of the south east path.
There is a chest at the end of the path heading north towards Phenn.
There is an elite enemy on the north end of the cave. It’s guarding a chest, The Menacing Frostwing Serpent.
Recruit Phenn before taking on this mini boss. Go up to Phenn to help him fight 3 Spiked Skinks. They are weak to Sword and Arrow strikes. Stack attacks to create breaks and focus fire them down one by one. If you have Stia’s donate BP ability learned already use that to share BP to both Phenn and yourself. Once the fight is done, you can invite Phenn.
Invite Phenn
Use the path action to invite Phenn
Meet with Phenn in Wishvale
You now have the option to meet with Phenn in Wishvale.
Fast Travel back to Wishvale and meet with Phenn at the Cemetery. Pretty soon the Tavern will be completed.
Phenn will now join your party. Also, you will unlock the ability to cook. This will also complete Chapter 1 of Kindlers of the Flame.
Cook a dish at the hub
Head inside the tavern and speak to Phenn to cook a dish. Prepare 3 Chicken Skewers.
Invite 5 people to Wishvale
You have to now invite one more person to come live at Wishvale. For this we need to head to Emberglow. But before that lets take care of the optional miniboss. Headback to Snowshard Grotto.
Miniboss: Menacing Frostwing Serpent
It’s weak to sword, axes and arrows. Use 1 BP on each character to break its Shield in the first turn.
It will get enraged and all its stats will go up. But you can keep stunlocking it out from using any moves. Easy enough to take it down. You will find a Giant Bow in the chest.
Once the boss is done head to Emberglow. Go to the tavern in town to find Macy.
Recruiting Macy – An Encounter with Macy
Head to the house in Emberglow’s east district
The quest to recruit Macy will start. Follow the path to the East District and you will find the house.
Go inside and watch the scene play out. Macy needs a Herb of Fortification. Go to the Trader in the West District.
Puchase a Herb of Fortification from her and return to Macy. Watch the scene play out. You can soon invite Macy to join you. She is an Apothecary and can become resident of Wishvale.
Return to Wishvale and build a house and that should get the town to Level 2.
