All Buildings in Dive or Die
There are 9 Buildings in the town that you can use in Dive or Die; here’s everything you need to know about each of them:
Diving Deck

The Diving Deck is unlocked by default. It’s the building where you start your dives from. You can also set your Diver’s loadout from the Diving Deck.
Manning the Diving Deck with a Survivor having the Quartermaster perk gives them a bonus Consumable slot per skill level. It also causes the Tools and Consumables to become weightless when the perk is levelled up to max.
To start your dive from different diving locations, you have to upgrade the Diving Dock to Tier 2. Upgrading to Tier 3 unlocks a Young Warper to spawn as you dive that can teleport you deeper down. At Tier 4, it becomes an Adult Warper that can teleport you even further down.

You can also upgrade your diving equipment, such as Fins, Backpacks, Needlegun, Oxygen Tank, etc., at the Workshop.
The main perk for manning the Workshop is Mechanics, which grants a chance to save random resources while crafting new items. Levelling up the perk to full also unlocks new recipes.

When upgraded, the Lighthouse also lets you send out Survivors on Expeditions to bring back resources or recruits.
The main perk for the Survivor manning the Lighthouse is Navigation, which increases the success rate of Expeditions. At max level, Survivors return to the Lighthouse with low health and a negative condition even if the Expedition fails. Blessed Host is another excellent perk for the Survivor manning the Lighthouse, as it causes recruits to have no negative traits.

Once the Town Hall is maxed out, you can have up to 20 people in your camp. Man the Town Hall with a Survivor with the Bookkeeping perk to increase the camp’s maximum Nutrition and Morale. The Beastiary and Resources tab reveals additional information about the monsters and resources.
The main Library perk is Erudition. Survivors with the Erudition perk, when manning the Library, grant an experience bonus to all the people in your settlement each time you dive or pass the day. Which Building to Upgrade First in Dive or Die

All 9 buildings in Dive or Die are important and serve unique purposes that you’ll have to utilize as you progress through the game. The resources you’ll need to upgrade the buildings can act as a guideline as to which zone you have to go through.
Typically, the most important structures in the Settlement are the Diving Deck, the Workshop, and the Fishing Deck. The Workshop lets you access new recipes that will help make the traversal easier, while the Diving Deck‘s Young Warper, which becomes available at Tier 3, lets you cover a decent distance right as you start your dive.

The Fishing Deck upgrade is good as it lets you generate bonus Nutrition and Morale each day. So even if you don’t find enough Food or Mementos during your dive, your daily yield will help keep your camp satisfied.
It’s also worth upgrading the Lighthouse as early as possible since you can unlock Expeditions. This is another source of additional resources without having to dive.
Upgrade Town Hall only if you plan on recruiting additional Survivors. At Tier 3, the Town Hall lets you recruit up to 16 Survivors, which should be enough to man all the buildings and have a few dedicated Divers and Expeditioners.
