In short, you have to raise the Qubit Level of your base. This is done by finding damaged chips out in the world while exploring and fixing them up with resources in the Workshop. Once they are fixed, use them to upgrade your Quantum Computer. This also unlocks more research tiers.
You can have a maximum of six Alters in your crew.
