1. Get Familiar with the Land

Town to City offers two main lands for the campaign and five lands for the Sandbox mode. Each Land is unique with different qualities. Some include big lakes, hillside, cliffs, mountains, etc. It is best to pause and brainstorm for a while to gather ideas on how to shape your city.

For instance, you can build a household near the pond and build a big carnival close to the townsfolk. It will make your townsfolk happy as they get to enjoy some time at the carnival. It is a good practice to try different things at different locations on the land. Even if you messed up at some location, you can freely move the structures by pressing M to a new location.
2. Start Slow and Steady

As you begin your first town, you will be free to build houses all around the land. You can paint roads in any way you like to give a pattern to your upcoming city. However, I suggest otherwise. Start slow and focus on filling one side of the land first.
The small population will become larger over time, and it is best to manage the town based on the population. First, paint the main road from the station that leads to the houses of townsfolk and the market area.
Place some trees and street lights around the livelihood to make a good impact on the citizens. After keeping your small population happy, start to expand.
3. Keep an Eye on the Happiness

Assigning homes to the new families and providing them with food are the basic needs of the townsfolk. As you progress further and unlock new items in the Research tree, you might find the happiness percentage dropping low.
Click on any townsfolk’s home to see what most of the townsfolk are demanding. If any demand is red, make it a priority to improve happiness greatly. Most of the early families will require decorations. Use the Decorations tab and plant Single Flower, Small Potted Flowers, Plant, and Banners to increase decoration. Moreover, you can unlock new decoration items from the Research menu.
4. Don’t Forget to Add Labor as Demand Increases

More families will come to your town as you keep the average of 60% happiness in the town. With an increase in population, the overall demand for Food and Apparel will increase. Make sure that you add labor to different stalls, warehouses, shops, and research centers. This will allow you to meet the demand of the population and keep them happy. Moreover, it will also benefit you in earning money. However, don’t add over labor.
5. Place Warehouses All Around the Town

You start with Small Warehouses that have a small range to deliver food to the stalls nearby. As you upgrade the Dwelling to Hamlet, you will gain access to the Warehouse. It is a bigger Warehouse that can deal with both stalls and shops. You must place warehouses all around the town so that the townsfolk can get food and other items.

Place one Warehouse close to the station, then start expanding them within your city. Moreover, make sure to build connections with other warehouses and shops. This way, you can streamline the deliveries of goods to the stalls and shops.
6. Unlock New Items from the Research Menu

You will get a brief tutorial on the Research Points and the Research Menu in the initial level of the town. As you upgrade the town to the next level, you will unlock the next tier items in the Research Menu.
Make sure to use your Research Points and unlock items in the Research Menu. It will allow you to build new structures and improve the overall town. Moreover, most of the items have upgrades. You can unlock the upgrades from the Research menu.

For instance, if townsfolk need red clothing, you can purchase the “Set Clothing Color” upgrade for the Clothing Store. After that, you can set the clothing color to red in the clothing store. This way, you can fulfill the needs of the townsfolk.
7. Build Farmer Residences Around the Town to Produce More Crops

As you upgrade the Village to the Small Town, you will gain access to a new land in the campaign. This land is Fontebrac, where you can farm various crops. It is similar to the first town with the addition of a farming system.

You will upgrade your city with Research Points and unlock Farming Tiers with Farm Points. As you earn Farm Points, you will be able to unlock more crops and shops for the townsfolk and the farmers.
To make progress in Fontebrac, add a few Farmer Residences in the town. After that, select the farm residence and choose a crop you want the farmers to grow.

As they grow crops, you will earn Farm Points. With the Farm Points, you can unlock new crops. Once you have access to new crops, add those crops to the residence to make farmers grow new crops.
Another thing that you want to have while farming is a Granary. Place the Granary close to the Warehouse and add labor in the Granary. Connect the Granary to the Warehouse so that the labor can store the crops.

Last but not least, make sure to build regular houses for the normal families. Build stalls and shops like a Butcher and a Bakery to fulfill their needs as well. Bakery is a special structure and needs Corn and Wheat to unlock by using 200 Farm Points.
8. Decorate the Town as You Expand

As you expand your town to build households for more families, you must decorate the areas simultaneously. Household areas with no decorations will make the townsfolk unhappy. Add trees, plants, benches, street lights, etc., near all the houses and pathways to improve the decoration demands.
Some of the families with Traits will have demands for decorating houses near trees or Plaza Decoration items. It usually requires plants and trees, but some require banners and flags as well. These are Artisan people and have more demands than the regular families.
