There are a lot of quests that you can complete for rewards in Where Winds Meet. But not all of them are marked on your map.
Multiple quests will require you to go out and find them yourself. A big example of that is the wandering tales in this game, as they only give you a clue on how to start and then leave you to figure out stuff on your own.

How To Start The Eternal Flame Wandering Tale

In order to start the Eternal Flame wandering tale, you need to make your way to Harvestfall Village. Once you’re there, head to the southwest where you will find a shed of wheat harvest.
Here you will find two men whom you can approach and speak to. During the conversation, you will learn about the Granary Key that has been entrusted to them.

Your objective is to get this key, and the only way to do so is by stealing. Of course, you won’t steal it the typical way.
Instead, you will use the Celestial Seize on Yan Pengniu to be able to steal the Granary Key from him.
How To Find The Granary

With the key in your hand, you need to make your way to the granary. Just behind the shed, make your way past the harvest field.
You should see a cave entrance and a door shortly after. Interact with the door to open it with the key, and you will gain access.
As soon as you step in, you will be able to eavesdrop on two enemies talking, and you will learn that the chief keeps confidential letters here.
Now your objective is clear, and it is to get the letter from the granary. But first, you need to deal with all the enemies inside.
How To Complete The Eternal Flame Wandering Tale

After you defeat all the enemies, make your way to the table ahead, and there you should be able to pick up the confidential letter.
With this, head back outside to the village and make your way to Chief Yan Chi. He can be found just west of the fast travel point.
You should find him outside his house talking to another character, so simply approach him and speak to him.

You will have the option to show him the confidential letter. Of course, the chief will beg you to keep this secret and to have no ill intentions.
Naturally, your character agrees, and this will mark the completion of the Eternal Flame wandering tale.
