City is the sixth stage of the town in the Town to City, giving you access to new options to improve the town. Moreover, it unlocks the society of the Bourgeoisie people who are coming to live in your town. In this walkthrough, we will tell you how to upgrade from the City to the Large City stage in Town to City.

Town to City Walkthrough – Upgrade City to Large City
Upon upgrading Town to City, the next step is to improve the town further to bring in a new society of people, so that you can upgrade it to the Large City stage. The main requirements to upgrade the City to the Large City stage are as follows.
- Have a total average happiness of 60% (normal, Artisan, and Bourgeoisie) or higher.
- Have a population of 25 Bourgeoisie people.
The Bourgeoisie is a new society of people who will come to your town to live. Bourgeoisie residents require a different home and have high demands that involve luxury. You must place and build structures that fulfill the luxuries of the townsfolk to keep them happy.
Unlock the Bourgeoisie Class

The Bourgeoisie Class is a new feature that you unlock at the City stage. Go into the Research Menu and unlock the Bourgeoisie Class. It will unlock the new Bourgeoisie Residence Building and allow you to house Bourgeoisie people.
Expand the Roads to Build More Bourgeoisie Houses

Focus on expanding the main roads to find a suitable place for new families, especially Bourgeoisie families. It is better to have a separate block of Bourgeoisie homes to give a better living to the Bourgeoisie Class. Check on any new arrivals and read their description to see what type of house they want.
Add More Labor to Fulfill the Demands

As the population grows, add labor to shops, warehouses, stalls, and research centers. It is best to add labor to research centers first, as it will allow you to earn research points quickly. After that, you can add the labor to the warehouses and then the shops.
Moreover, if you have normal workers in schools, pull them out and put Artisans to labor. You can add the normal workers to the shops, theatres, and warehouses labor.
Unlock the Extra Warehouse Efficiency Upgrade

After maintaining your city, unlock the Extra Warehouse Efficiency upgrade from the Tier 6 Research Menu. It will increase the maximum transport capacity of the warehouses, allowing the workers to deliver goods efficiently around the city. It is best to place another warehouse for the new residential block of the Bourgeoisie.
Unlock Library and Post Office

A couple of new buildings that you should get are the Library and the Post Office. Both of them fulfill the Public Service demands and provide 2 luxury values each. As the Bourgeoisie requires more luxuries, these buildings will help you initially to keep them happy.
Moreover, provide the Bourgeoisie with a Bistro, Theatre, School, Clothing Store, Shoe Maker, and Launderer to fulfill most of their needs.
Unlock the Pottery and Kiosk Theatre Upgrades

A couple of more upgrades that will help you in improving the City are to get the upgrades for the Pottery and the Kiosk Theatre. Get the High Quality Clay and Larger Audiences upgrades from the Research Menu.
The High Quality Clay upgrade improves the overall luxury of the pottery, providing more luxury with housewares demands. The Larger Audiences upgrade lets the kiosk theatre entertain more people at once.
Unlock Luthier to Fulfill More Housewares Demands with Luxuries

Another useful building to unlock is the Luthier, especially for Bourgeoisie residents. Unlock Luthier and place one in the Bourgeoisie residence area. It will fulfill most of their houseware demands and get 4 luxuries. You can place one in the Artisans’ residence as well, if they need more housewares.
Unlock Perfumer or Jeweller for Better Apparel Demands

A few of the final buildings that we recommend to unlock are the Perfumer and Jeweller. Both of these provide 4 luxuries each. As you only want to house 25 Bourgeoisie in this stage, you can work with any one of these buildings to fulfill better apparel demands.
Have a population of 25 Bourgeoisie with an average of 60% happiness

Keep improving the town with new structures and fulfill any needs of the families to maintain their happiness. If you have an average of 60% happiness, more families will arrive at the station.
If the happiness goes down to 60%, the new families will not arrive at the station. Make sure to house 25 Bourgeoisie in your city and fulfill their needs.
Upgrade the City to Large City
Once you have housed 25 Bourgeoisies with an average of 60% happiness, you will get the option to upgrade the city. Click on the green button on the City on the top left side to upgrade it to a Large City. Large City is the seventh stage for the town, and it will unlock Tier 7 items in the Research Menu for you to unlock.
