Town to City is a cozy city builder with a grid-less organic development system, and takes place in a 19th-century Mediterranean town. The core objective of the game is to attract new people, give them residence, and fulfill their needs to upgrade the town to a village and eventually a city.

In this walkthrough, we will guide you on how to upgrade from Dwelling to the Hamlet stage.

Town to City: Walkthrough – Upgrade Dwelling to Hamlet
Upon beginning a new game, you will take control of a small land in Belavu (map). The initial stage of the land will be Dwelling, which you need to make better by building homes for new arrivals, providing them with food, giving them jobs, and keeping them happy. The main requirements for upgrading the Dwelling to the Hamlet stage are as follows.
- Have a total average happiness of 60% or higher.
- Have a population of 50 or higher.
Meeting these requirements will take you some time, as you will first need to construct roads around the land, build homes, and other structures.
Build the Houses and Connect the Roads

As you begin the game, the first objective is to build a few houses for the new arrivals. Select the houses from the tab at the bottom of the screen and place them near the station. Place and build three houses. Once done, select the “Draw Roads” action from the tab to start drawing the roads.
Start from the station, so that it connects with the station, and then continue leading it from the front of the houses. Moreover, you can also choose the design of the roads and adjust the size.
Assign the Arrivals a House

New arrivals will often come to your town and will have a ‘house’ icon on their heads. It means that they are looking to stay in a house. Click on the arrivals and then select the house you want them to move into.
At the start, you will have very few people, but it is good to build more houses, so that you can add more arrivals whenever they come. A house is the main way to increase the residents’ happiness, but there are other factors as well.
Build Market Stalls and Add Labor

Now, the next step to make your townsfolk feel at home is to give them access to food and labor. Initially, you will have two market stalls: the Poultry Stall and the Cheese Stall. Select the “Commerce” section from the tab to see the stalls.
Select and place both types of stalls in close proximity to the houses. If the stalls are far from the households, it will negatively impact the mood of the people. After building the stalls, click on them to add labor. You can start by adding one person as labor on each stall.
Build a Warehouse and Add Labor

Now, the main thing for providing food to the stalls and then to the houses is to build a Warehouse near the station. The food is delivered to the warehouse from the station and then to the market stalls. Without a warehouse, there will be no food. Select the “Special” section from the tab and select the warehouse. Place it near the station and make sure that it has a connecting road with other stalls and houses.
After building the warehouse, it’s time to add labor so the food process can be functional. Add a couple of laborers to the warehouse to make everything functional.
Decorate the Town

After providing the arrivals with a home, food, and labor, the next step is to decorate the town so it feels more alive and welcoming. Decorating the town will include adding decorations to the houses, shops, warehouses, roads, and other structures.
Select the “Decorations” section from the tab to see all the available decoration pieces. Add Street Lights in front of the houses, place benches near the shops, add a well close to the lake, and place trees and flowers around the area to increase decoration points. Moreover, it also enhances the overall happiness of the townsfolk.
Build a Research Center

Lastly, one of the main structures that you need to build is a Research Center. It helps you generate Research Points over time, which you can use to unlock new structures and buildings for your town. Select the “Special” section and place the Research Center in the town.
Make sure to connect a road to the research center. After that, click on the Research Menu and add labor to it. The more labor you add, the more quickly you generate Research points over time.
Open the Research menu from the top right corner to view the available items that you unlock by spending Research Points. It will include new stalls, buildings, decoration items, and more.
Have a Population of 50 with an Average of 60% Happiness

After learning the basics of how to keep the people happy and fulfill their needs, you need to have a population of 50 with an average of 60% happiness to upgrade the Dwelling to the Hamlet. If you have an average of 60% happiness, more families will arrive at the station. If the happiness goes down to 60%, the new families will not arrive at the station.
Here are some tips to keep the people happy and increase the population.
- Check the happiness menu often to see what people are demanding.
- Pre-build the houses for new families, so you can give them a house straightaway.
- As the population increases, the labor demand will increase. Add more labor to stalls, the warehouse, and the research center.
- Add more decoration items around the houses and the town. Place more street lights around the houses and benches around the market areas.
Upgrade the Dwelling to Hamlet

Once you have reached a total population of 50 with an average of 60% happiness, you will get the option to upgrade the town. Click on the green button on the Dwelling on the top left side to upgrade the town to Hamlet. Hamlet is the second stage for the town, and it will unlock tier 2 items in the Research Menu for you to unlock.
