Small Town is the fourth tier in the Town to City, where you can unlock new Houseware luxuries to upgrade to Town. Moreover, it unlocks the society of Artisan people coming to live in your town. In this walkthrough, we will tell you how to upgrade Small Town to the Town stage in Town to City.

Town to City: Walkthrough – Upgrade Small Town to Town
Upon upgrading Village to Small Town, the next step is to improve the town further to bring in a new society of people, so that you can upgrade it to the Town stage. The main requirements to upgrade the Small Town to the Town tier are as follows.
- Have a total average happiness of 60% (normal and Artisan) or higher.
- Have a population of 30 Artisan people.
The Artisan is a new society of people who will come to your town to live. Artisan residents require an Artisan Residence and have specific housewares demands that involve luxury. You must place and build structures that fulfill the luxuries of the townsfolk to keep them happy.
Unlock Artisan Class to Upgrade to Artisan Residences

The Artisan Class is a new feature that you unlock at the Small Town stage. Go into the Research Menu and unlock the Artisan Class. It will unlock the new Artisan Residence Building and allow you to house Artisan people.
Expand the Roads to Build More Houses for New Families

At the start of the Small Town stage, focus on expanding the main roads to find a suitable place for new families, especially Artisan families. It is better to have a separate block of Artisan homes to give a better living to the Artisan Class. Check on any new arrivals and read their description to see what type of house they want.
Add More Labor to Fulfill the Demands

As the population begins to grow, add labor to shops, warehouses, stalls, and research centers. It is best to add labor to research centers first, as it will allow you to earn research points quickly. After that, you can add the labor to the warehouses and then the shops.
Unlock the Launderer and Smithy Shops to Provide Luxuries

Upon housing Artisan Class in your town, you must provide them with luxuries while fulfilling their demands. The Launderer and Smithy are the two initial shops that fulfill the Housewares demands. They both provide 2 luxury values. Unlock the Launderer and Smithy from the Research Center, and build them closer to the Artisan Residence.

In addition to the Houseware demands, Artisan will also have Leisure demands. You can build structures like a Puppet Theatre and a Street Organ to fulfill these demands. The best way to fulfill the leisure demands of Artisan is to build them a Barber shop, a Kiosk Theatre, and a Bistro.
You can find all three of these under Tier 3 of the Research Menu. Moreover, all three of these provide the luxuries alongside fulfilling the demands. The Baber and Bistro both provide 3 luxury values.
Unlock the Carpenter and Clock Maker

Once you have built up a decent happiness for all of the townsfolk, including Artisan, unlock the Carpenter and Clock Maker from the Research Menu. Both of these fulfill Houseware demands and provide luxuries.
Clock Maker alone provides 4 Luxury points, which will help greatly increase the Happiness of Artisan. Make sure to build these structures close to other structures that provide luxuries. If Artisans have to walk a great distance, their happiness will begin to decrease.
Unlock the Better Boots and Signs Decorations

After building a reputable block of Artisan Residence with stalls and shops, purchase the upgrades of Better Boots and Signs Decorations.
The Better Boots increases the luxury of the shoe maker, providing better shoes for all people, including Artisans. The Signs Decorations include different street and sidewalk signs. It will help you with the decoration demands.
Place New Decorations to Improve Happiness

Keeping Artisans happy requires more attention than the regular people. They will require more decorations for their home. You can use trees, plants, flags, banners, and other stuff to fulfill the demand.
Moreover, you can unlock the Wooden Furniture Decorations under the Carpenter to get various wooden items. Placing the wooden items around their houses will help fulfill the decoration demands. The Clock Gate is another great item that you can place near the Artisan Residence area to improve their happiness.
Have a population of 30 Artisans with an average of 60% happiness

Keep improving the town with new structures and fulfill any needs of the families to maintain their happiness. If you have an average of 60% happiness, more families will arrive at the station.
If the happiness goes down to 60%, the new families will not arrive at the station. Make sure to house 30 Artisans in your town and fulfill their needs.
Upgrade the Village to Small Town

Once you have housed 30 Artisans with an average of 60% happiness, you will get the option to upgrade the town. Click on the green button on the Small Town on the top left side to upgrade it to a Town. Town is the fifth stage for the town, and it will unlock Tier 5 items in the Research Menu for you to unlock.
