Town is the fifth stage of the town in the Town to City, giving you access to new options to improve your town and upgrade it to City. In this walkthrough, we will tell you how to upgrade Town to the City stage in Town to City.

Town to City Walkthrough – Upgrade Town to City
Upon upgrading Small Town to Town, the next step is to improve it further to reach the next stage, City. The main requirements to upgrade the Town to the City stage are as follows.
- Have a total average happiness of 60% (normal and Artisan) or higher.
- Have a population of 80 Artisan people.
With the leading population of Artisan and the normal families, you will now have to fulfill the public service demands. Fulfilling these demands is crucial to improving the overall happiness and attracting new families.
Expand the Roads to Build More Artisan Houses for New Families

At the start of the Town stage, expand the main roads to find a suitable place for new families. Moreover, expand the Artisan Residence area as well. Check on any new arrivals and read their description to see what type of house they want. If you have any house that meets their requirement, assign them that house, or make a new one.
Unlock the New Money Vault Upgrade

As you will be spending money swiftly on building new buildings and maintaining the shops, you must get the vault upgrade. You can find this upgrade in the Tier 5 Research Menu. It will increase the maximum money capacity to $8,000.
Unlock the New Research Equipment Upgrade

Another crucial upgrade that you must get is the new research equipment upgrade. You can find it in the Tier 5 Research Menu. It will increase the maximum Research Points capacity to 2,000, allowing you to save more research points at a time and unlock better items.
Unlock the Public Service Demand Structures

As you begin to bring in new families to your town, make sure that you unlock the new Public Service demand structures. These include a Newspaper Stand, a School, and a Chapel. You can find all of these in the Tier 5 Research Menu.
After unlocking these structures, place them around the town, closer to the major residence areas. School and Chapel both offer 2 luxuries, so place them in proximity to Artisan Residence areas.
Unlock the Third Floor Housing Upgrade

In addition to placing new homes, you can also add new floors to the houses. It will allow you to add more families to a house, which is good for saving space for other structures. You can unlock this upgrade in the Tier 5 Research Menu. However, some families have certain priorities; it is best to keep them separate.
Unlock Extra Clotheslines Upgrade

The overall population of Artisan people will begin to grow as you welcome more. With more Artisans, their demand for clothes and laundry will increase. Instead of placing more Launderers around the town, you can purchase the Extra Clotheslines upgrade from the Tier 5 Research Menu.
It will add 5 labor slots to the Launderer shops. If you have around 2 to 3 Launderers, it will be enough to take care of 80 Artisans.
Add More Labor to Fulfill the Demands

As the population begins to grow, add labor to shops, warehouses, stalls, and research centers. It is best to add labor to research centers first, as it will allow you to earn research points quickly. After that, you can add the labor to the warehouses and then the shops.
Unlock the Pottery Building

To control the housewares demands efficiently, you can unlock the new Pottery building from the Research Menu. Artisans will require products for their homes, and Pottery will fulfill those needs. Moreover, it provides 1 luxury, so it is best to keep Artisans happy.
Unlock Merry-Go-Round and Ferris Wheel For Luxuries

Merry-Go-Round and Ferris Wheel are the new carnival structures that you can place to fulfill the leisure demands of the townsfolk. Moreover, both of these structures provide 2 luxuries each, which will help you in keeping the Artisans happy.
If you have dedicated areas for the carnivals, it is better to place them alongside theatres. Moreover, we suggest unlocking the Funfair Fences. It will let you decorate the carnival areas with flag fences and light fences, which fulfill the decoration demands.
Have a population of 80 Artisans with an average of 60% happiness

Keep improving the town with new structures and fulfill any needs of the families to maintain their happiness. If you have an average of 60% happiness, more families will arrive at the station.
If the happiness goes down to 60%, the new families will not arrive at the station. Make sure to house 80 Artisans in your town and fulfill their needs.
Upgrade the Town to City

Once you have housed 80 Artisans with an average of 60% happiness, you will get the option to upgrade the town. Click on the green button on the Town on the top left side to upgrade it to a City. City is the sixth stage for the town, and it will unlock Tier 6 items in the Research Menu for you to unlock.
