Village is the third stage of your town in the Town to City, which gives you access to new options to improve the town. In this walkthrough, we will tell you how to upgrade Village to the Small Town stage in Town to City.

Town to City: Walkthrough – Upgrade Village to Small Town

Upon upgrading Hamlet to Village, the next step is to bring in more people so that you can upgrade it to the Small Town stage. The main requirements to upgrade the Village to the Small Town stage are as follows.

  1. Have a total average happiness of 60% or higher.
  2. Have a population of 180 or higher.

As the town grows, the needs of the townsfolk will increase. In addition to the Apparel needs, the families will now require the Leisure needs as well. You must place and build structures that fulfill the Leisure needs of the townsfolk to keep them happy.

Expand the Roads to Build More Houses for New Families

At the start of the Village stage, focus on expanding the main roads to find a suitable place for new families. Check on any new arrivals and read their description to see what type of house they want. If you have any house that meets their requirement, assign them that house, or make a new one.

Add More Labor to Fulfill the Demands

To check what buildings or shops require more labor, look for the hammer icon above that place and add labor. Add labor to shops, warehouses, stalls, and research centers. It is best to add labor to research centers first, as it will allow you to earn research points quickly. After that, you can add the labor to the warehouses and then the shops.

Unlock the New Research Equipment Upgrade

Upon maintaining the increase in population and their demands, make sure that you get the new research equipment upgrade. You can find it in the Tier 3 Research Menu. It will increase the maximum Research Points capacity to 1,000. This allows you to save more Research Points at a time and unlock better items.

Unlock the Extra Warehouse Workers Upgrade

In addition to the Research Points upgrade, the Extra Warehouse Workers upgrade is useful. It adds up to 12 Labor slots in a Warehouse, allowing you to add more labor.

If you have multiple warehouses in the town, the upgrade will increase the labor slots on all of them. This way, you will be able to handle more delivery operations around the town.

Unlock the Leisure Demand Structures

The Leisure demand will be new in the Village stage on top of the apparel demand. Spend the Research Points to unlock the Puppet Theatre, Street Organ, and Ball Throw.

All three of these are the initial structures that focus on fulfilling the leisure needs of townsfolk. It is best to place them in a central area or close to the market area.

Unlock the Barber and Plaza Decorations

The next step to improve your town is to get the Barber and the Plaza Decorations. Unlock these from the Research Menu. Place a few Barber shops in the main household areas. Moreover, the Barber shop is one of the main demands for the Artisan people, which unlocks in the Small Town upgrade.

The Plaza Decoration unlocks more house decoration items for you. As most of the townsfolk will demand house decorations, you can place banners, flags, sunshades, and bollards. It will help you satisfy their house decoration demands precisely.

Unlock the City Hall to Apply Taxes

One of the final things to improve in the Village stage of your town is to get the City Hall. Unlock the City Hall from the Research Menu. It will allow you to set the tax percentage that your townsfolk have to pay. You can select the City Hall from the “Special” section of the tab. Place and build the City Hall, and then set the tax percentage.

The townsfolk’s mood will change according to the set tax percentage. If you apply a high tax percentage on the people, Happiness will start to degrade. It is best to keep the tax percentage around 20% to stay on the safe side and improve happiness.

Have a population of 180 with an average of 60% happiness

Keep improving the town with new structures and fulfill any needs of the families to maintain their happiness. If you have an average of 60% happiness, more families will arrive at the station. If the happiness goes down to 60%, the new families will not arrive at the station.

Upgrade the Village to Small Town

City Tier 4 Upgrade

Once you have reached a total population of 180 with an average of 60% happiness, you will get the option to upgrade the town. Click on the green button on the Village on the top left side to upgrade it to a Small Town. Small Town is the fourth stage for the town, and it will unlock Tier 4 items in the Research Menu for you to unlock.
